ADR bulk provision AP12

Asbestos waste may go in bulk inside a two-layer zipped "container-bag" in a rigid-walled metal compartment; mass ≤ 7 tonnes when double-bagged.

AP12 allows the waste to be carried in bulk in a container-bag sized to the load compartment, loaded only inside a rigid-walled compartment and not handled on its own. The bag has at least two parts: a dust-tight polyethylene or polypropylene film inside, and a polypropylene outer with a zipper strong enough for normal carriage and transfers. Bags must resist perforation and tearing, and laced or flapped closures are not allowed. The compartment needs rigid metal walls high enough to hold the whole bag; with VC1 the vehicle sheet may be left off if the bag protects as well. Objects and site waste with free asbestos under special provision 678 (b) (iii), (iv) and (v) must be double-bagged in two bags of the same type, with no more than 7 tonnes of contained waste. The waste mass may never exceed the capacity the bag manufacturer states.

Note. AP12 starts on page 597 and continues on page 598. The label sits in a margin block beside the end of AP11 section 6, so its start is read from content. The container-bag text (b) is followed directly by page 598; no items after (b) are printed. The operational rules for these bags are in CV38.
