ADR loading provision CV33
Class 7 operational rules: segregation distances, vehicle activity, TI and CSI limits, dose rates, fissile storage, damaged packages.
CV33 sets the operating rules for radioactive material, in six parts, summarized here and itemized in conditions[]. Segregation (1) keeps packages, overpacks, containers, tanks and unpackaged material away from workers (Table A or a 5 mSv/year criterion), the public (Table A or 1 mSv/year), undeveloped film and mailbags (Table B or 0.1 mSv per film consignment) and other dangerous goods (7.5.2), keeps II-YELLOW and III-YELLOW items out of passenger compartments except for authorized couriers, and allows only the crew aboard vehicles carrying them. Activity limits (2) per Table C cap LSA material and SCO in IP-1, IP-2, IP-3 or unpackaged, with an SCO-III relaxation through the transport plan. Stowage (3) requires secure loading, lets packages with an average surface heat flux up to 15 W/m² travel among general cargo, caps TI and CSI totals by Tables D and E, limits dose rates to 2 mSv/h at the vehicle surface and 0.1 mSv/h at 2 m, and requires exclusive use above TI 10 or CSI 50, with the dose limits of (3.5). Fissile material (4) is stored in groups with a CSI sum of at most 50, at least 6 m apart, with consignment limits for material classified under 2.2.7.2.3.5. Damaged or leaking packages (5) are isolated and assessed, and contaminated vehicles are decontaminated before reuse. Undeliverable consignments (6) go to a safe place and the competent authority is told.
| Value | Applies when |
|---|---|
| 5 mSv in a year | dose criterion for calculated segregation distances from workers in regularly occupied areas |
| 1 mSv in a year | dose criterion for calculated segregation distances from members of the public |
| 0.1 mSv per consignment of film | criterion for calculated distances from undeveloped photographic film |
| 100 A2 activity | Table C vehicle limit for LSA-II and LSA-III combustible solids, all liquids and gases, and for SCO |
| No limit activity | Table C vehicle limit for LSA-I and for LSA-II and LSA-III non-combustible solids |
| 15 W/m² | average surface heat flux up to which a package may be stowed among general cargo |
| 50 sum of transport indexes | Table D limit for small container, large container and vehicle not under exclusive use |
| 50 sum of CSI | Table E limit not under exclusive use, for small container, large container and vehicle |
| 100 sum of CSI | Table E limit under exclusive use for large container and vehicle (small container: n.a.) |
| 2 mSv/h | routine dose rate limit at any point on the external surface of vehicle or container (not exclusive use) |
| 0.1 mSv/h | dose rate limit at 2 m from the external surface of vehicle or container |
| 10 transport index | package or overpack TI above which exclusive use is required |
| 50 criticality safety index | consignment CSI above which exclusive use is required |
| 10 mSv/h | exclusive use: maximum at the surface of a package or overpack (above 2 mSv/h only under conditions (i) to (iii)) |
| 2 mSv/h | exclusive use: maximum on the outer surfaces of the vehicle |
| 0.1 mSv/h | exclusive use: maximum at 2 m from the vehicle lateral surfaces |
| 50 sum of CSI | maximum for a group of fissile packages stored in transit in one area |
| 6 m | minimum spacing between such fissile groups, or from other fissile groups or radioactive-material vehicles when a vehicle or container exceeds a CSI sum of 50 |
| 45 g of fissile nuclides | consignment limit for fissile material classified under 2.2.7.2.3.5 (c); also per vehicle under exclusive use for 2.2.7.2.3.5 (e) |
| 15 g of fissile nuclides | consignment limit for fissile material classified under 2.2.7.2.3.5 (d) |
| 5 µSv/h | surface dose rate above which a vehicle or equipment must be decontaminated, and limit from fixed contamination before reuse |
Conditions
- (1.1) Segregation from workers, the public, undeveloped film and mailbags (Tables A and B, or calculated distances), and from other dangerous goods per 7.5.2; individually monitored workers are not considered.
- (1.2) II-YELLOW or III-YELLOW packages or overpacks not in passenger compartments, except those reserved for specially authorized couriers.
- (1.3) Only vehicle crew may be in vehicles carrying II-YELLOW or III-YELLOW packages, overpacks or containers.
- (2) Table C activity limits for LSA and SCO; SCO-III may exceed them if the transport plan gives equivalent safety.
- (3.1)-(3.3) Secure stowage; heat-flux allowance among general cargo; TI and CSI totals per Tables D and E; routine dose rate limits.
- (3.4)-(3.5) Exclusive use above TI 10 or CSI 50; exclusive-use dose rate limits, with 2 to 10 mSv/h at package surface only with an access-preventing enclosure, fixed positioning and no loading or unloading en route.
- (4) Fissile material: CSI 50 per stored group, 6 m spacing; for 2.2.7.2.3.5 (a)-(f) only one provision per consignment, one approved (f) material unless the certificate allows more, and gram limits for (c), (d) and (e).
- (5) Damaged or leaking packages: restrict access, qualified assessment, no forwarding until repaired and decontaminated; periodic contamination checks of regularly used vehicles; decontamination above 4.1.9.1.2 limits; exclusive-use dedicated units excepted for internal surfaces.
- (6) Undeliverable consignments placed in a safe location; competent authority informed and asked for instructions.

Note. Tables A to E (pages 610-611) are printed in scrambled columns in the text layer, so the segregation distances of Table A and Table B are not transcribed here; read them from the PDF. The text layer prints the second 5 µSv/h value in (5.4)(b) as "5 Sv/h", evidently losing the micro sign; the unit is taken from the first value in (5.4). CV33 begins on page 608 with three NOTES defining critical group, members of the public and workers.
