ADR packing instruction P911

Heading in ADR: “P911 PACKING INSTRUCTION”

Damaged/defective lithium or sodium ion cells liable to react dangerously: PG I packagings proven to contain a thermal event (surface <=100 °C, no flame).

Covers damaged or defective cells and batteries of UN 3090, 3091, 3480, 3481, 3551 and 3552 that are liable to disassemble rapidly, react dangerously, produce flame or dangerous heat, or emit toxic, corrosive or flammable gases in normal carriage. They go in removable-head drums, boxes or removable-head jerricans meeting packing group I performance. If such an event happens, the package surface must stay at or below 100 °C (brief spikes to 200 °C allowed), no flame or projectile may leave the package, its structure must hold, and it must have a gas management system where appropriate. This performance is verified by a test specified by a competent authority of an ADR Contracting Party (which may recognise other countries' tests), with a verification report available on request listing the battery, packaging and test data. Dry ice or liquid nitrogen coolant follows 5.5.3, and cells must be protected against short circuit.

Note. A footnote lists criteria (a)-(i) that may be used to assess packaging performance (quality system, hazard list, packaging properties, worst-case thermal runaway, unknown state of charge, assessment period such as 24 hours, multiple batteries).
