ADR special packing provision B16

UN 3375: IBC types 31A and 31N need competent authority approval.

For UN 3375 under IBC02, metal IBCs of type 31A (steel) and 31N (other metal) need competent authority approval before they may be used.

Note. Appears only in IBC02.
