ADR special packing provision B3

Flexible IBCs must be sift-proof and water-resistant, or carry a liner that is.

Inside IBC08, any flexible IBC used must itself be both sift-proof and water-resistant; if it is not, it has to be fitted with a liner that has both properties. It does not restrict rigid IBC types.

Note. Also printed in IBC100 (page 151), where it is limited to UN 0222: the same sift-proof and water-resistant requirement for flexible IBCs, but only for that explosive. The IBC08 text misspells "water-resistant" in the liner clause.
