ADR special packing provision BB3
RID/ADR only: rules for IBCs carrying UN 3509 discarded empty uncleaned packagings (liners, residue type, inspection, Class 5.1).
For UN 3509 (packagings, discarded, empty, uncleaned) under IBC08, the IBCs need not meet 4.1.1.3. They must meet 6.5.5 and be made leak tight or have a leak-tight, puncture-resistant sealed liner or bag. Flexible IBCs are allowed where the residues are only solids that will not liquefy at likely carriage temperatures; where liquid residues are present, rigid IBCs with a means of retention such as absorbent are required. Every IBC must be inspected before filling and handover, and one showing reduced strength must be withdrawn (minor dents and scratches do not count). IBCs for packagings with Class 5.1 residues must be built or adapted so the goods cannot touch wood or other combustible material.
Conditions
- IBCs are exempt from 4.1.1.3.
- IBCs must comply with 6.5.5 and be leak tight or have a leak-tight, puncture-resistant sealed liner or bag.
- Flexible IBCs only where residues are solids that will not liquefy at likely carriage temperatures.
- Liquid residues require rigid IBCs with a retention means, e.g. absorbent material.
- Inspect each IBC for corrosion, contamination or damage before filling and handover; withdraw any with reduced strength.
- For Class 5.1 residues the goods must be kept from contact with wood or other combustible material.
Note. Appears only in IBC08. The packaging counterpart is RR9 (P003) and the large-packaging counterpart is LL1 (LP02).
Refers to: 4.1.1.3; 6.5.5.
