ADR special packing provision PP38

UN 1309 packing group II: bags only in closed vehicles or containers.

For UN 1309 in packing group II, P002 allows bags only when they are carried in closed vehicles or closed containers.

Note. Appears only in P002. For packing group III the bag rule is PP11.
