ADR special packing provision PP74

UN 0101 packaging must be sift-proof unless the fuse is in a paper tube capped at both ends.

In P140, packaging for UN 0101 must be sift-proof, except where the fuse is enclosed in a paper tube whose two ends carry removable caps.
