Sheeted vehicles or containers only when the substance is in pieces, not powder, granules, dust or ash.

A Class 4.3 bulk provision. Sheeted vehicles and sheeted containers may be used only if the substance is in lumps or pieces; in powder, granular, dust or ash form it needs a closed unit.
