ADR special provision 135
Dihydrated sodium dichloroisocyanurate is not Class 5.1 and is outside ADR unless it meets another class.
Sodium dichloroisocyanurate in its dihydrate form falls short of the Class 5.1 criteria. It is therefore not subject to ADR, unless it satisfies the criteria of some other class.
