Classification varies with particle size and packaging; no borderlines are set, so classify under 2.2.1.
How this substance classifies depends on its particle size and its packaging, but the dividing lines have never been established by experiment. The correct classification must therefore be worked out using the Class 1 criteria of 2.2.1.
