ADR special provision 168
Asbestos bound in a binder so no hazardous respirable fibres escape is outside ADR; other asbestos articles too if packed to prevent escape.
Asbestos immersed in or fixed by a natural or artificial binder (for example cement, plastics, asphalt, resins or mineral ore) so that hazardous quantities of respirable fibres cannot escape during carriage is not subject to ADR. Manufactured articles containing asbestos that do not meet this are still outside ADR if their packing prevents hazardous quantities of respirable fibres escaping during carriage.
