ADR special provision 216
Non-regulated solids mixed with flammable liquids may use this entry without Class 4.1 testing if no free liquid is visible; small sealed packets exempt.
Mixtures of non-dangerous solids with flammable liquids can use this entry without the Class 4.1 criteria being applied first, provided no free liquid is visible either at loading or when the packaging or cargo transport unit gets closed. Sealed packets or articles in which less than 10 ml of PG II or III flammable liquid is soaked into a solid are outside ADR, if no free liquid is present in them.
