ADR special provision 224
Unless tests show frozen sensitivity is no greater than liquid, the substance must stay liquid in normal carriage and not freeze above -15 °C.
The substance must remain liquid during normal transport conditions, unless testing proves that it is no more sensitive frozen than liquid. It must not freeze at any temperature above -15 °C.
