ADR special provision 227
Urea nitrate phlegmatized with water and inorganic inert material: at most 75 % by mass and must pass Series 1 type (a) without detonation.
When urea nitrate is phlegmatized using water and inorganic inert material, its content may not exceed 75 % by mass, and the mixture must not detonate in Series 1, type (a) testing (Manual of Tests and Criteria, Part 1).
