ADR special provision 271
Lactose, glucose or similar may serve as phlegmatizer at 90 % or more by mass; at 98 % or more the mixture leaves ADR entirely.
Sugars such as lactose or glucose, or comparable materials, are acceptable phlegmatizers provided the mixture holds at least 90 % phlegmatizer by mass. The competent authority may then allow classification in Class 4.1 on the strength of a test series 6(c) (Manual of Tests and Criteria, Part I, Section 16) run on a minimum of three packages as offered for carriage. Mixtures with 98 % or more phlegmatizer by mass are outside ADR. Packages of mixtures with 90 % or more phlegmatizer do not need a model No. 6.1 label.
| Value | Applies when |
|---|---|
| 90 % by mass phlegmatizer | minimum to use this provision; also removes the need for a 6.1 label |
| 98 % by mass phlegmatizer | at or above this the mixture is not subject to ADR |
| 3 packages | minimum tested in the test series 6(c) for Class 4.1 approval |
