Carriage under Class 4.1 only with specific competent authority authorization; otherwise see UN 0143 or UN 0150.
This substance may be moved as a Class 4.1 substance only where the competent authority has specifically authorized it. Without that authorization the relevant Class 1 entry, UN 0143 or UN 0150, is the one to look at.
