Not to be classified or carried without competent authority approval based on Series 2 and Series 6(c) tests; the authority sets the packing group.

Such substances may be classified and carried only after the competent authority authorizes them, relying on Series 2 tests plus a Series 6(c) test (Manual of Tests and Criteria, Part I) performed on packages in their carriage configuration (see 2.2.1.1). The authority then fixes the packing group, using the 2.2.3 criteria and the type of package that was tested in Series 6(c).
