ADR special provision 311
Carriage only with competent authority approval based on Manual Part I tests; packaging must keep the diluent at or above the approved percentage.
Substances may not use this entry unless the competent authority has approved them on the basis of suitable tests from Part I of the Manual of Tests and Criteria. Throughout carriage the packaging must keep the diluent content from dropping below the percentage set in that approval.
