ADR special provision 361

Electric double layer capacitors above 0.3 Wh: protection and marking rules, with exemptions for non-DG electrolytes, ≤ 10 Wh units and packed equipment.

The entry covers electric double layer capacitors storing more than 0.3 Wh, calculated from nominal voltage and capacitance, and those of 0.3 Wh or less are exempt from ADR. All capacitors under the entry must meet conditions (a) to (e). Capacitors whose electrolyte meets no class criteria, including in equipment, are subject to no other ADR provisions. Those with a dangerous-goods electrolyte of 10 Wh or less are likewise freed if they survive an unpackaged 1.2 metre drop onto an unyielding surface without losing contents. Uninstalled ones with a dangerous-goods electrolyte above 10 Wh are subject to ADR. Installed ones with a dangerous-goods electrolyte are freed if the equipment is in a strong, suitable outer packaging preventing accidental functioning, and large robust equipment may go unpackaged or on pallets if it gives equivalent protection. Capacitors that keep a terminal voltage by design, such as asymmetrical ones, are not under this entry.
