Nitrocellulose mixtures below the stated water, alcohol or plasticizer content are Class 1.

If a nitrocellulose mixture has less water, alcohol or plasticizer than the limits stated for its entry, it belongs to Class 1.

Note. The limits themselves are in the entry name in Table A, not in this provision.
