ADR special provision 651
V2 (1) does not apply when net explosive mass is ≤ 4 000 kg per transport unit and ≤ 3 000 kg per vehicle.
The vehicle requirement in special provision V2 (1) is waived if the net explosive mass carried does not exceed 4 000 kg per transport unit, provided no single vehicle carries more than 3 000 kg net explosive mass.
