ADR special packing provision PP77
UN 0248 and 0249 must be protected from water; unpackaged water-activated contrivances need two independent water barriers.
In P144, packagings for UN 0248 and 0249 must keep water out. If such contrivances are carried without packaging, each must have at least two independent protective features that stop water from getting in. A note adds that authorized packagings may exceed 400 kg net (4.1.3.3).
