ADR tank special provision TE12
Organic peroxide tanks: insulation, temperature sensors, spring-loaded safety valves and emergency relief sized for one hour of full fire engulfment.
Tanks need thermal insulation meeting 6.8.3.2.14, full insulation where the SADT is 55 °C or less or the tank is aluminium, white or bright-metal outer surfaces, combustible-free insulation and temperature sensors. Safety valves and emergency pressure-relief devices are required, vacuum-relief devices are optional and fusible elements are banned in the shell body. Spring-loaded safety valves must stop significant pressure build-up from decomposition products and vapours given off at 50 °C, sized and set from the TA2 test results, and set so liquid cannot escape if the tank overturns. Emergency-relief devices, spring-loaded or frangible, must vent everything produced over at least one hour of complete fire engulfment, calculated with the formula given. Their set pressure is above the safety valves' and based on the TA2 tests, and the tank pressure must never exceed the test pressure. With complete cladding, sizing assumes insulation is lost from 1 % of the surface. Vacuum-relief devices and spring-loaded safety valves need flame arresters unless the cargo and its decomposition products are non-combustible, allowing for the capacity the arrester takes away.
| Value | Applies when |
|---|---|
| 55 °C | SADT at or below which the shell must be completely insulated |
| 50 °C | temperature of decomposition products and vapours the safety valves must handle |
| 1 hour | minimum duration of complete fire engulfment for emergency-relief sizing |
| 70961 coefficient | q = 70961 × F × A^0.82, heat absorption in W |
| 0.82 exponent | exponent applied to the wetted area A in m² |
| 1 % | share of surface area assumed to lose insulation for fully clad tanks |
Conditions
- Insulation to 6.8.3.2.14; complete insulation if SADT is 55 °C or less or the tank is aluminium.
- Sun shield and uncovered parts, or the outer sheathing of full lagging, painted white or bright metal; paint cleaned before every journey and renewed if yellowed or deteriorated.
- Insulation free from combustible matter; temperature sensing devices fitted.
- Safety valves plus emergency pressure-relief devices; vacuum-relief devices permitted; no fusible elements in the shell body.
- Spring-loaded safety valves sized and set from TA2 test results, set so no liquid escapes if the tank overturns.
- Emergency-relief devices (spring-loaded or frangible) vent all products over at least one hour of fire engulfment; set above the safety valves; tank pressure never above test pressure.
- For complete cladding, sizing assumes loss of insulation from 1 % of the surface.
- Flame arresters on vacuum-relief devices and spring-loaded safety valves unless cargo and decomposition products are non-combustible.

Note. The insulation-factor formula reads: F = 1 for non-insulated tanks, and for insulated tanks F is printed as U (923 - TPO) over 47032, with U = K/L.
