ADR special provision 181
Packages need an explosive (model No. 1) label unless the origin authority waives it on test evidence for that packaging.
Packages of this substance must carry a label to model No. 1 in addition to their other labels. The competent authority of the country of origin may allow the label to be omitted for a specific packaging when test data show the substance in that packaging does not behave explosively.
