ADR special provision 654
Separately collected waste lighters may go for disposal under P003 with water-filled, vented rigid packagings of ≤ 60 l.
Waste lighters collected on their own and declared as waste (5.4.1.1.3.1) can travel under this entry for disposal, without protection against accidental discharge provided pressure and flammable atmospheres cannot build up. Sound lighters are packed to P003 in rigid packagings of no more than 60 litres, filled with water or other protective material that fully covers the ignition devices, adequately vented, and carried only in ventilated or open vehicles or containers. Leaking or badly deformed lighters go in salvage packagings with measures against pressure build-up. Special provision 201 and PP84 and RR5 of P002 do not apply.

Conditions
- Rigid packagings of at most 60 l only.
- Packagings filled with water or other suitable material so that all ignition devices stay covered in normal carriage.
- Packagings vented against flammable atmosphere and pressure.
- Packages carried only in ventilated or open vehicles or containers.
- Leaking or severely deformed lighters in salvage packagings.
