Shell and service equipment must keep out foreign matter, prevent leakage and stop dangerous decomposition pressure; a suitable safety valve suffices.

The shell and its service equipment must be designed to stop foreign matter getting in, stop liquid leaking out and prevent a dangerous rise in pressure as the cargo decomposes. Fitting a safety valve that keeps out foreign matter satisfies this requirement.
